In June, the British Charitable Foundation was registered with the Grand Municipal Council for the Elderly (GCMI), a body attached to the São Paulo City Council’s Department of Human Rights. This is yet another recognition of our decades-long work in support of the cause of older people.
The Greater Municipal Council for Older People – GCMI
The GCMI, a body established in 1992 by the then mayor, Luiza Erundina, “aims to propose policies and activities to protect and support older people in the municipality, as well as to receive complaints and reports, and to work towards resolving them. It also seeks to inform and advise the elderly population about their rights, as well as to develop educational campaigns aimed at the wider community.”
With the regulations governing the Municipal Fund for the Elderly (FMID) Following the events that took place at the end of last year, during the term of the then mayor João Dória, the GCMI gained even greater significance, as the body became responsible for “establishing, on an annual basis, the guidelines, priorities and programmes for the allocation of FMID resources”, as well as for monitoring the initiatives carried out using funds from the Fund.

The Municipal Fund for the Elderly – FMID
The purpose of this Fund is “to provide the financial resources for the implementation, maintenance and development of programmes and initiatives aimed at older people”. It joins and complements the National and State Funds for Older People, which have been in operation for several years and have already issued a number of calls for proposals to fund projects supporting the cause of older people, for both public bodies and third-sector organisations working in this field.
From the city’s perspective, the regulation of the FMID is an important step in the quest for ‘Age-Friendly Municipality’ seal, given that this is one of the requirements set by the state government for receiving the seal, which was created “with the aim of encouraging local authorities and public and civil society organisations to implement initiatives outlined in the São Paulo Amigo do Idoso Programme.”
From the perspective of the British Foundation – and other third-sector organisations working on behalf of older people in São Paulo – the Fund’s regulations are important because they open up a further avenue for funding social projects, through the use of its resources in partnership with the Municipal Secretariat for Human Rights and Citizenship, to which the Municipal Council for the Elderly is attached.
FBB’s expectations
We are delighted to have been awarded this seal which, as already mentioned, is further recognition of our work in support of the elderly in São Paulo. Furthermore, we hope to be able to make use of this new form of funding in the future to expand our social programmes or, who knows, perhaps even create new projects.
This step will depend on a number of factors, which, in summary, are: the publication of the funding call for proposals by the Greater Municipal Council for the Elderly (GCMI); the alignment of our programmes with the public authorities’ objectives set out in the call for proposals; the GCMI’s assessment of our project; and, of course, the project’s approval.
